THE LAW DEPARTMENT
The Law Department is led by the City Attorney who serves as the legal advisor to the City Council, City Manager, and all City departments and represents the City in all legal proceedings. The Law Department is comprised of three divisions. The Civil Division is responsible for some civil court proceedings in various state and federal courts and for all areas of the law. The Prosecutorial Division is responsible for the prosecution of criminal misdemeanor cases in City Court and appeals to the Superior Court, Court of Appeals, and State Supreme Court. The Liability Litigation Division is responsible for the operation of a comprehensive risk management program, including defending the City in risk management cases.The Department has 34 FTE’s who are supported by an approved FY 2025-26 operating budget of $14.2 million. Reporting directly to the City Attorney is the City Prosecutor, an Assistant City Attorney (Civil), and a Deputy City Attorney (Liability Litigation/Risk).
THE POSITION
The City Attorney serves as the chief legal advisor to the City Council, City Manager, boards, commissions, and all City departments. This position provides legal guidance on municipal operations, represents the City in legal matters, drafts and reviews ordinances and contracts, and ensures compliance with applicable federal, state, and local laws. The City Attorney is appointed by the City Council and directs the overall legal function of the organization. Some of the primary responsibilities for this position include representing the City in litigation, administrative hearings, negotiations, and managing outside legal counsel; providing guidance on compliance with open meeting laws and public records requirements; advising on labor and employment matters, including personnel policies and investigations; reviewing claims and coordinating with insurance carriers and risk management; overseeing the department budget; and providing legal advice on municipal law, City of Chandler Charter, Arizona Revised Statutes, land use, contracts, procurement, and risk management. The ideal candidate must be an effective leader of the City Attorney’s Office, who brings clear judgment to workload management, streamlines processes, sets priorities, and creates an open, approachable office culture; ability to create and maintain highly collaborative partnerships that keep the City organization moving; ability to translate complex legal concepts into plain language for elected officials, staff, and community members; a strong foundation in municipal law, paired with judgement to know when work should be handled in-house and when to engage outside counsel; and be a balanced, solution-oriented advisor to elected officials and executive leadership.
QUALIFICATIONS
Any combination of related education, experience, certifications, and licenses that will result in a candidate successfully performing the essential functions of the job is qualifying. The most attractive candidates will possess the following:
Education: A Juris Doctor (J.D.) degree from an accredited law school.
Experience: Ten (10) years of progressively responsible legal experience, including municipal law experience.
Residency: Residency in the City of Chandler, within one year of appointment, is required per the City Charter.
Licensure: Active membership in good standing with the State Bar of Arizona is required by the time of hire.
SALARY & BENEFITS
The Chandler City Council will negotiate a highly competitive salary and executive benefits package with the selected candidate that is considerate of the candidate’s experience and qualifications. An excellent executive benefit package is provided including retirement provided through participation in the Arizona State Retirement System (ASRS). A voluntary 457(b) plan is also offered by the City with a City contribution of up to 4%. Up to $20,000 is available for relocation assistance per City policy. Hybrid Work Structure This is a Hybrid position that combines remote flexibility with mandatory in-person collaboration.
Core Remote Hours: You must be logged in, available, and responsive via phone/email/Teams from 8:00 AM – 5:00 PM, Monday through Friday.
Monthly Office Days: You are required to be physically present in the Yuma office for a minimum of four (4) days per month on a set schedule to support staff.

Key Responsibilities
Case Management: Handle a full caseload of personal injury matters—including motor vehicle accidents, premises liability, and wrongful death claims—from intake to resolution. You will oversee each case’s progress, ensuring timely investigation, documentation, and filing of Civil Complaints.
Litigation & Court Representation: Represent clients at all court appearances, including pretrial conferences, hearings, motions, and jury trials. You will be responsible for preparing and presenting oral arguments in support of clients’ legal positions.
Maximize Recovery: Negotiate settlements with insurance companies and opposing counsel to advocate for the best possible outcome. Manage and negotiate lien resolutions (medical/health insurance) to ensure clients receive the maximum recovery possible.
Investigation & Discovery: Interview witnesses, review accident reports and medical records, and work with experts to build a compelling case.
Legal Writing & Research: Draft, review, and file necessary legal documents, including pleadings, motions, briefs, and discovery. Conduct thorough legal research on case law, procedural issues, and applicable statutes.
Client Interaction: Meet with clients to discuss case strategies and advise on legal rights. Maintain regular contact ("White Glove Service") to ensure clients are fully informed and updated on case developments.
Team Leadership: Collaborate with paralegals, assistants, and investigators to ensure efficient case progress. Delegate tasks to support staff and ensure quality control over case preparation.
Time Management: Effectively manage time to meet all case deadlines and court dates. Track and determine the Statute of Limitations for each case to preserve clients' legal rights.

Salary
Attorneys will be compensated at a range of $120,000 - $165,000 annually DOE. Salary is commensurate with skill and experience and is negotiable. The compensation package includes base salary plus bonus compensation for production and performance.
Attorneys hired at tier I will be compensated at a range of $120.000 - $135.000 annually.
Attorneys hired at tier II will be compensated at a range of $135.000 – $165.000 annually.
The pay ranges listed above reflect the FULL pay range for each position. The salary offer is based on the candidate's equivalent experience and internal equity with other Yuma County employees within the same job classification. This position is not eligible for overtime compensation.

Under limited supervision, the incumbent provides executive leadership, direction and oversight for the City Attorney’s Office and City Prosecutor’s Office. Serves as the Chief Legal Advisor, delivering legal counsel to the City Council, City Manager, all City departments, and various Boards and Commissions. Responsibilities include offering legal advice on land use and development, code development and revisions, contract development and review, development agreement negotiations, and other matters related to municipal government. Represents the City in all legal proceedings and oversees the selection, management, and performance of outside counsel retained to support the City’s legal needs.
SCOPE OF REPRESENTATION:
The role and duty of the City Attorney is to represent the City as an organization, and not the City’s individual representatives.
As the City Attorney, you will:
Provide legal counsel to the City Council, City Manager, department directors, and various boards and commissions on matters affecting the City.
Draft, review, and negotiate contracts, intergovernmental agreements, deeds, and leases; prepare ordinances, resolutions, legal opinions, and other legal documents.
Attend all city council meetings, Planning and Zoning Commissions, and various committee and board as required and renders legal advice on matter of the agenda.
Conduct complex legal research and prepares written and oral opinions on a wide range of issues for the City Council and City departments.
Participate as a member of the management team, attending leadership, development, and other applicable meetings to offer legal guidance and input.

Evaluate and provide advice on risk related to the City operations.

MINIMUM REQUIREMENTS
Education, Training, and Experience:
